Robert Apodaca, President
President, Central Basin Municipal Water District
Robert Apodaca was first elected to the Central Basin Board in 1998 to represent the Division II cities of La Habra Heights, La Mirada, Pico Rivera, Santa Fe Springs and Whittier. In addition to more than 11 years of service on the Central Basin Board of Directors, he is a longstanding member of the Association of California Water Agencies, the San Gabriel Watermaster, the San Gabriel Valley Protective Association and the Central Basin Water Association. Professionally, he has worked in both the private and public sector. As a dedicated public servant, President Apodaca has held numerous positions over the course of his career that continue to positively impact the residents of California, especially in the San Gabriel Valley.

Russ Guiney, Vice-President
Director, Los Angeles County Department of Parks and Recreation
Russ Guiney has been Director of the Los Angeles County Department of Parks and Recreation since 2005. He is responsible for 144 parks and 1,600 employees serving 17 million park visitors annually. He is an organizer of the annual Los Angeles County Parks Summit where the 88 cities, the County and other park and recreation providers work on issues such as Healthy Parks; Green Initiatives for Parks and collaborating on improving services to all residents. Prior to coming to the County, Mr. Guiney was with California State Parks, where he played a leadership role in the Governor’s Urban Parks Initiative, resulting in the acquisition of three new State Parks in Los Angeles. While there he served on the Board of the Santa Monica Mountains Conservancy and the Rivers and Mountains Conservancy.

Dan Arrighi
Vice-Chairman, San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy
Dan Arrighi has served as Customer Service Superintendent, Water Quality Superintendent, Customer Service Manager, and currently serves as Water Resources Manager for the San Gabriel Valley Water Company. Mr. Arrighi also serves as Board Member and Secretary of the Main San Gabriel Basin Watermaster, and as Vice-Chairman of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy. Additionally, he is currently a Director and Secretary of the San Gabriel Water Association as well as Director and Treasurer of the Central Basin Water Association. He also sits on the board of the Watershed Conservation Authority. Mr. Arrighi has served as Councilmember, Mayor Pro Tem, and past Mayor of the City of Temple City and is currently a Parks and Recreation Commissioner with the City of Temple City.

Dr. Anthony Fellow
Director, Upper San Gabriel Valley Municipal Water District
Dr. Anthony Fellow has served on the Board of Directors for the Upper San Gabriel Valley Municipal Water District since 1991 and is the Upper District’s representative on the Board of Directors of the Metropolitan Water District of Southern California, where he serves as First Vice Chair. Dr. Fellow is also Chair of the Department of Communications at California State University, Fullerton. He also serves as L.A. County Supervisor Gloria Molina’s appointee to the Water Appeals Board, and on the Executive Board of the San Gabriel Valley Economic Partnership. In addition, Dr. Fellow was elected in to the Pasadena Area Community College District Board of Trustees, Area 7, representing Arcadia and parts of Temple City. He served seven years as Vice Mayor and Councilman in the City of El Monte.

Sam Pedroza
Chair of Stakeholder Committee
Environmental Planner, County Sanitation Districts of Los Angeles CountySam Pedroza is an Environmental Planner for the Sanitation Districts of Los Angeles County. He also serves as a Claremont Councilmember, and as the City’s appointee to the San Gabriel Valley Council of Governments (SGVCOG), the Southern California Association of Governments (SCAG), and the Six Basins Water Master board. He also serves on the SGVCOG Environmental, Energy and Natural Resources Committee, SGVCOG Water Working Group, and is Chair of the SGVCOG Solid Waste Working Group, in addition to the SGAG Energy and Environment Committee.
